The Legal and Technical Methodology and Control Directorate:<\/b><\/div>\n

\n<\/b>\u2022\u00a0develops and proposes to the Chairperson guidelines for the development of the public road safety policy on the basis of analysis of the road transport environment, the condition of roads, the activities of authorities responsible for road safety, existing and developed international standards, practices, directives, recommendations and decisions in the European Union
\n\u2022\u00a0participates in the drafting and updating of legislation, delivers opinions on draft legislation related to road safety, traffic organization, development of transport infrastructure, reduction of road transport traumatism, the condition of the vehicle fleet, and training of drivers
\n\u2022\u00a0delivers opinions on district and municipal programs for road safety and reduction of road transport traumatism
\n\u2022\u00a0develops and proposes to the Chairperson or is involved in the development, jointly with other authorities, of criteria, standards and methodological guidelines relating to road safety, traffic organization, road transport system safety, reduction of road transport traumatism, vehicle fleet condition, and training of drivers
\n\u2022\u00a0reviews the conformity of legislation, strategies, policies, programs and projects to established policies, criteria, standards and methodological guidelines, and proposes to the Chairperson measures to align them in the event of discrepancies
\n\u2022\u00a0drafts recommendations to administrations carrying out road safety improvement tasks in relation to the identified risk
\n\u2022\u00a0based on the assessment of road traffic accident and road transport traumatism risks, identifies and proposes priority high accident concentration sections, as well as short- and long-term measures to improve their safety
\n\u2022\u00a0reviews project proposals and planned activities for compliance with current strategy papers, criteria, standards and methodological guidelines, and provides recommendations on how to optimize the scope of activities
\n\u2022\u00a0independently or together with representatives of road owners, participates in inspections of high accident concentration sections in order to establish their causes and makes recommendations for short- and long-term measures to improve their safety
\n\u2022\u00a0participates in the coordination and implementation of road safety commitments resulting from Bulgaria\u2019s membership of the European Union (EU), analyzes policies and tracks changes in EU legislation, and prepares proposals for the necessary measures
\n\u2022\u00a0studies international practice and makes proposals for amendments to national legislation, established criteria and standards

The Strategies, Analysis and Evaluation Directorate:<\/b><\/div>\n

\n<\/b>\u2022\u00a0builds, develops and coordinates the deployment of information systems for the collection of road safety and road transport traumatism data
\n\u2022\u00a0develops and proposes to the Chairperson methodological guidance, and assists administrations in defining the structure and content of data sets needed for systematic analysis of road safety and road transport traumatism
\n\u2022\u00a0examines and analyzes road safety and road transport traumatism in the Republic of Bulgaria at the national, district and municipal levels
\n\u2022\u00a0draws up, every six months, a summary report on road transport environment and road safety
\n\u2022\u00a0assesses the risk of road accidents and road transport traumatism and proposes a plan of measures to reduce them
\n\u2022\u00a0monitors and evaluates progress toward achievement of the Agency\u2019s objectives, as well as the effectiveness of specific programs to improve road safety and reduce road transport traumatism
\n\u2022\u00a0develops a National Road Safety Strategy and an implementing action plan, monitors their implementation and evaluates the effect of their application
\n\u2022\u00a0annually updates the action plan to improve road safety as a framework for action in the coming years
\n\u2022\u00a0delivers opinions on district and municipal\u00a0 programs for road safety and reduction of road transport traumatism, monitors their implementation and assesses the effect of measures applied
\n\u2022\u00a0designs, implements and coordinates projects related to the improvement of road safety
\n\u2022\u00a0supports the development and monitors the implementation of road safety improvement projects financed from national budget resources, from the European Union\u2019s Structural and Investment Funds, and from other sources
\n\u2022\u00a0summarizes information on projects implemented by public administrations and budget organizations related to improving road safety and reducing road transport traumatism, and periodically assesses achieved results, the effectiveness and efficiency of inputs
\n\u2022\u00a0proposes research projects and programs to improve traffic safety, road safety, automation of traffic management and control, reduce road transport traumatism and attract highly qualified experts in the field of data analysis, implementation of intelligent transport systems, road safety, automotive industry and behavioral sciences
\n\u2022\u00a0collects and analyzes information from civil society, academia, researchers, and the business on initiatives and activities related to road safety improvement, and proposes joint activities
\n\u2022\u00a0organizes, manages and supervises the activities of the Agency\u2019s Project Management Unit which:
\no\u00a0is responsible for the management of projects financed by the European Structural and Investment Funds or by other international financial institutions and donors
\no\u00a0carries out information and publicity activities in relation to the projects
\no\u00a0participates in the preparation and conduct of public procurement in connection with project implementation
\no\u00a0controls the performance of contracts with external contractors concluded in connection with project implementation
\no\u00a0organizes and carries out public consultations on project results
\no\u00a0organizes, manages and supervises the activities of external experts, and maintains records of their work
\n\u2022\u00a0assists the Chairperson in carrying out his\/her duties in connection with the organization and coordination of European Union affairs
\n\u2022\u00a0coordinates and participates in the preparation of opinions, positions, analyses, proposals and information relating to the participation of the Republic of Bulgaria in the work of European Union institutions on road safety matters
\n\u2022\u00a0draws up programs and concepts for the development of international cooperation to improve road safety and to reduce road transport traumatism
\n\u2022\u00a0participates in working groups of the Council and in working groups and committees of the European Commission
