Just seven countries in Europe reported setting compulsory lower speed limits around schools, according to the new study.\u00a0ETSC says roads around childcare facilities and in urban areas with lots of cyclists and pedestrians should be designed for 30 km\/h and low volume traffic. The default speed limit on these roads should be 30km\/h even where these design criteria are not yet achieved and ETSC is calling on the EU to make this a formal recommendation.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter wp-image-8384\" src=\"https:\/\/www.sars.gov.bg\/wp-content\/uploads\/2022\/09\/shutterstock_197735198-300x200.jpg\" alt=\"\" width=\"750\" height=\"500\" srcset=\"https:\/\/www.sars.gov.bg\/wp-content\/uploads\/2022\/09\/shutterstock_197735198-300x200.jpg 300w, https:\/\/www.sars.gov.bg\/wp-content\/uploads\/2022\/09\/shutterstock_197735198-1024x683.jpg 1024w, https:\/\/www.sars.gov.bg\/wp-content\/uploads\/2022\/09\/shutterstock_197735198-768x512.jpg 768w, https:\/\/www.sars.gov.bg\/wp-content\/uploads\/2022\/09\/shutterstock_197735198-391x260.jpg 391w, https:\/\/www.sars.gov.bg\/wp-content\/uploads\/2022\/09\/shutterstock_197735198-1536x1024.jpg 1536w, https:\/\/www.sars.gov.bg\/wp-content\/uploads\/2022\/09\/shutterstock_197735198-2048x1365.jpg 2048w\" sizes=\"(max-width: 750px) 100vw, 750px\" \/><\/p>\n<p>Despite major advances in car safety in recent years, almost half of child road deaths are of children travelling in cars.\u00a0Only limited data are available on the correct use of child seats in cars across the EU, but studies have shown that incorrect usage remains a significant problem. From 1 September 2024, only child seats meeting a new UN \u2018R129\u2019 standard can be sold on the EU market.\u00a0These seats are safer by design and can only be fitted with an ISOFIX system, reducing the risks of incorrect installation. The provision of ISOFIX anchorage points has been compulsory on new cars in the EU since 2014. ETSC says safer rear-facing seats should be made mandatory for as long as is practicable, preferably until the child is four years old.\u00a0Child seats should also be subject to reduced VAT rates.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter wp-image-8382 size-large\" src=\"https:\/\/www.sars.gov.bg\/wp-content\/uploads\/2022\/09\/road-932871_1280-1024x767.jpg\" alt=\"\" width=\"1024\" height=\"767\" srcset=\"https:\/\/www.sars.gov.bg\/wp-content\/uploads\/2022\/09\/road-932871_1280-1024x767.jpg 1024w, https:\/\/www.sars.gov.bg\/wp-content\/uploads\/2022\/09\/road-932871_1280-300x225.jpg 300w, https:\/\/www.sars.gov.bg\/wp-content\/uploads\/2022\/09\/road-932871_1280-768x575.jpg 768w, https:\/\/www.sars.gov.bg\/wp-content\/uploads\/2022\/09\/road-932871_1280.jpg 1280w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><br \/>\nWith the European Union set to review rules on driving licenses this year, ETSC is also calling for mandatory theoretical and practical training, as well as a practical test, to obtain an AM (moped) driving license.\u00a0ETSC also warns that 16 European countries allow children aged 14 or 15 years to ride a moped, despite a recommended EU minimum age of 16. Above the age of 14, 20% of child road deaths are moped riders, the vast majority of which are boys. ETSC says the minimum EU recommended age for driving should not be lowered for any vehicle category.<\/p>\n<p>The study authors also found vast differences in the safety of children among countries.\u00a0The child road mortality rate in Romania is ten times higher than in Norway, Cyprus, and Sweden. Where child road mortality is relatively low, road mortality for the rest of the population also tends to be relatively low and vice versa. Where this is not the case, it could be partly because children in those countries tend to be taken to school and other activities by car rather than being allowed to travel there alone by bike or on foot.<\/p>\n<p>ETSC Executive Director Antonio Avenozo commented:<br \/>\n\u00a0<br \/>\n<em>\u201cLosing a child in a road collision is a tragedy no family should have to experience.\u00a0While zero child road deaths most years is becoming a reality in some parts of Europe, there is a long way to go.\u201d <\/em><br \/>\n\u00a0<br \/>\n<em>\u201cMany of the safety gains of recent years have come through safer cars, but keeping children safe by enclosing them in metal cages is a pyrrhic victory.\u00a0If we want healthy active children to grow up as healthy active adults, we need to think differently.\u201d<\/em><br \/>\n\u00a0<br \/>\n<em>\u201cMaking cities safe for children starts with simple things such as lower speeds and school streets.\u00a0But if we are serious about reducing the hundreds of deaths of children that tragically occur every year, we also need to redesign our urban spaces to keep children separate from fast-moving vehicles and give them space to play and move around.\u201d <\/em><br \/>\n\u00a0<br \/>\nThe full report \u201cReducing Child Deaths on European Roads\u201d, published as part of the ETSC Road Safety Performance Index program, can be downloaded from the ETSC website at\u00a0<a href=\"http:\/\/www.etsc.eu\/pinflash43\">www.etsc.eu\/pinflash43<\/a><a href=\"http:\/\/www.etsc.eu\/pinflash43\">.<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The European Transport Safety Council (ETSC) is calling for renewed action and specific targets to protect child road users as its latest report showed that more than 6,000 children up to the age of 14 died between 2011 and 2020 in road collisions in the European Union.
