The general administration is organized within the Administrative, Legal, Financial and Economic Services Directorate.


The Administrative, Legal, Financial and Economic Services Directorate:

 

• participates in the development of draft legislation related to the Agency’s activities
• provides legal representation before courts in legal cases to which the Agency is a party, and in appeals against acts of its Chairperson, issued within his/her jurisdiction
• prepares draft contracts, penal decrees, orders and other acts and documents related to the Agency’s activities
• organizes human resource management activities related to labor and civil service relationships, staff performance appraisal, further training of staff, payroll and incentives, competitions under the Civil Servants Act and the Labor Code, civil service and employment staff records
• drafts and updates the administration’s staff establishment plan and staff roster
• plans, organizes and coordinates public procurement procedures related to the Agency’s activities
• maintains the administrative register referred to in Article 61 (1) of the Administration Act
• organizes and implements the Agency’s document flow management and archiving activities by maintaining an automated information system
• provides administrative services to individuals and legal entities and coordinates the handling of alerts and proposals received from them
• organizes the maintenance of the information and communication system and connectivity of the Agency and of the internal information exchange system
• draws up a draft annual budget and a draft budget estimate of the Agency, allocates and monitors the implementation of the Agency’s budget
• organizes and carries out accounting on a cash and accrual basis in accordance with the requirements of the Accountancy Act, the Public Finance Act, the Chart of Accounts of Budgetary Organizations, the Single Budget Classification and the accounting standards and guidelines applicable to budget organizations
• accounts for resources received from international and national programs and projects, as well as from donations, and monitors their spending
• is responsible for compiling and storing accounting documents under the Accountancy Act and developing internal documents and rules related to the Agency’s financial and accounting activities
• drafts and justifies proposals to the first-level spending unit for amendments to the approved Agency’s budget
• is responsible for managing the property of the Agency and exercising control over the protection of movable and immovable property by carrying out inventories pursuant to the Accountancy Act and instructions of the Minister of Finance
• plans, carries out and supervises the implementation of running and major repairs of fixed assets, reconstructions and repairs of the electricity, water supply and heating systems
• organizes and carries out the overall provision of facilities, equipment, supplies and inventory for the Agency
• provides transport services to the Agency and is responsible for the maintenance, repair and accountability related to the use of the means of transport
• organizes the cleaning of the premises and the access control in the Agency
• organizes, ensures and monitors the compliance with occupational health and safety requirements.
