The Legal and Technical Methodology and Control Directorate:
• develops and proposes to the Chairperson guidelines for the development of the public road safety policy on the basis of analysis of the road transport environment, the condition of roads, the activities of authorities responsible for road safety, existing and developed international standards, practices, directives, recommendations and decisions in the European Union
• participates in the drafting and updating of legislation, delivers opinions on draft legislation related to road safety, traffic organization, development of transport infrastructure, reduction of road transport traumatism, the condition of the vehicle fleet, and training of drivers
• delivers opinions on district and municipal programs for road safety and reduction of road transport traumatism
• develops and proposes to the Chairperson or is involved in the development, jointly with other authorities, of criteria, standards and methodological guidelines relating to road safety, traffic organization, road transport system safety, reduction of road transport traumatism, vehicle fleet condition, and training of drivers
• reviews the conformity of legislation, strategies, policies, programs and projects to established policies, criteria, standards and methodological guidelines, and proposes to the Chairperson measures to align them in the event of discrepancies
• drafts recommendations to administrations carrying out road safety improvement tasks in relation to the identified risk
• based on the assessment of road traffic accident and road transport traumatism risks, identifies and proposes priority high accident concentration sections, as well as short- and long-term measures to improve their safety
• reviews project proposals and planned activities for compliance with current strategy papers, criteria, standards and methodological guidelines, and provides recommendations on how to optimize the scope of activities
• independently or together with representatives of road owners, participates in inspections of high accident concentration sections in order to establish their causes and makes recommendations for short- and long-term measures to improve their safety
• participates in the coordination and implementation of road safety commitments resulting from Bulgaria’s membership of the European Union (EU), analyzes policies and tracks changes in EU legislation, and prepares proposals for the necessary measures
• studies international practice and makes proposals for amendments to national legislation, established criteria and standards
• coordinates and participates in the preparation of and provides the necessary information in the context of EU law infringement procedures and requests received from the European Commission on issues related to the improvement of road safety.
